I think it's pretty clear that it is intended to monitor property
infractions against the businesses in Glasgow (inasmuch as the cameras are
only present in the business district and the entire system is almost
entirely funded by these same businesses). CNN didn't go into what crimes
are supposed to be monitored and I doubt that its intent is heavily
advertised.
