I am in the process of writing a paper on Aboriginal reserves in Canada, and
am having a difficult time in coming to terms with Foucault's notion of
'dividing practices'. Any suggestions of literature or comments concerning
this would be much appreciated.

A 'liberal', if words mean anything, is a lover of liberty. Unfortunately,
not all
lovers of liberty are 'liberals'. The world is full of individuals and
groups who
demand liberty for themselves, but deny it to other individuals and groups -
deny it theoretically in stating their principles; deny it practically in
applying
