Well, there's the Nisga'a treaty (giving aboriginals broad powers of
self-government in an area of British Columbia), there's Nunavut (a new
territory in the North, populated mostly by Inuit), there's the process of
reconciliation over residential schools, etc. Not much to be proud of,
but you do what you can; you try to do more ... states are not monolithic,
governments are not monolithic, parties are not monolithic....
