About your third question:

I recommend the essay by Foucault 'Nietzsche, Marx, Freud'. You can find it
in the second volume of the big 'Basic Writings of Foucault'. In it he
discusses how Hermenautics is an eternal, neverending process. I would not
say that it is his 'polemic' against H., but it certainly gives a thorough
exegesis of what it means to him. All best,
