A possible reference might be Rabinow's Foucault/Ethics,
part of this recent trilogy.

As to particulars:
You could ask who is serverd by the discourse of the
technical article? Who is privaleged to speak? Who
is not permitted to speak, eg, what voices are supressed?
What is defined and by whom? And in doing so what is
excluded from the definition.

This then would reveal a power relationship in the writing.
And Foucault urged us to look for power in uncommon places.

Hope that helps.
