There is a paper by Wolpe in Callari and Ruccio (eds) _Postmodern
Materialism_ which combines insights from Althusser's "Ideology and the
Ideological State Apparatuses" and Foucault's _Discipline and Punish_ to
look at the education system under apartheid, and which may provide some
other sources.
On race and Foucault more generally I would concur with Stuart's
recommendation of Stoler's and Goldberg's books, and add also the first
volume of Foucault's _History of Sexuality_. You might also want to consult
Balibar's works on racism (and his essay on Foucault in the collection
_Michel Foucault: Philosopher_), as well as Mike Hill (ed), _Whiteness: A
Critical Reader_.
