Not sure if you will find overt reference to racism but governmentality
and biopower aspects of environmental politics has been addressed in
depth by Timothy Luke. He has a book on this subject and some papers
available at his website: http://www.cddc.vt.edu/tim/papers.html
You might also want to look at Simon Dalby's recent exchange in Global
Environmental Politics 4:2 May 2004 - this won't be quite what you are
looking for but biopower governmentality issues are addressed in the
wider context of globalization and the politics of new imperialism.
