"le jetee" and 12 monkeys

i am writing a paper on foucault's conception of madness as seen in the
films "la jetee", by chris marker, and "12 monkeys" (which was inspired
by la jetee), by terry gilliam. , but mostly these quotes from the movie:

"psychiatry is the new religion. we decide right and wrong."

"the ideas promulgated [in the 20th cen.] revolved around
excessive consumption. in certain extremes, those who resisted
this ideal were considered mentally deficient."

"you know what 'crazy' is? 'crazy' is MAJORITY RULES."

"the true cry of the insane is 'let's go shopping'."

other ideas from the movie: madness as a social construct, madness as a
viable alternative to reality, madness as an everchanging fluid, the
paintings of breugel and goya, the animalism of madness vs. the
technological society, the mentally ill as prophets, oppressed=insane
while bourgeois=eccentric.

any thoughts on these ideas in the movie, or from "folie et deraison" or
"madness and civilization"? anyone knowledgable about foucault and
breugel or goya? i know i read somewhere he mentioned them.
and if you have not seen these two movies, do so as soon as you can. they
are incredible.
