I think it is not to us to judge people. Whatever Randall's own philosophy is, Foucault's writings can and will have meaning to him. You simply can't say to somebody that Foucault is not for him, because he disagrees or sees things others than F.
Foucault never took a moral judgement. I believe we shouldn't either. When he was involved in the Groupe D'information Des Prison, he never spoke for himself, but always in name of the whole collective.
