I suggest you get hold and read _History of Sexulaity Volume One_ by
Foucault.

It deals precisely with the two questions you ask. (Power creates and
the sexuality is quite explictly a question of the body. The thing is
the sort of body F uses is not the organic body separted from the
mind or thinking.) F puts it much bettter then i ever could.
