There are two different texts with that name, both listed as been from
1984 in the "dits et écrtis"

1- number 339
"What is Enligthenment?" ("Qu'est-ce que les Lumières?"), in Rabinow
(P.), éd., The Foucault Reader, New York, Pantheon Books, 1984,
pp.32-50
2- number 351
"Qu'est-ce que les Lumières?", Magazine littéraire, n207, mai 1984,
pp.35-39 (Extrait du cours du 5 janvier 1983, au Collège de France.)

according to this reference, the first publication was actually in English.
