Who decides who goes to hell?

I like to think that we make the decision.

The best hell is the one of Swedemborg. People are there because they want
to. It´s a world of low politic, a hell for those who watch it and not for
those who are inside. Swdemborg saves everyone.

As far as I know, mexican aztecas had an escatology in which all of them
were saved. Salvation existed, but it was not individual. No exam, no
truth, no play of questions and answers. No exclusion.
