I'll make an attempt to clarify this. I think the distinction between
those two areas is that the 3rd deals with exercises of power, and the 4th
focusses on systems or apparatusses (dispositifs) of power. Of course the
former is exercised in the latter, but for his analysis, Foucault thinks
they must be treated separately.
