Note the frightening contrast. Perhaps it is out of this contrast
that the account of power presented in _The Will to Know_ emerges:

Gilles Deleuze says, "Only free men can dominate others" (Foucault
101). Graham Burchell says, "Government presupposes and requires the
activity and freedom of the governed" (The Foucault Effect 119).
Then, Deleuze says, "But how could they dominate others if they could
not dominate themselves? The domination of others must be doubled by
a domination of oneself" (Foucault 101). Similarly Burchell
subsequently says, "To govern individuals is to get them to act and
to align their particular wills with ends imposed on them through
constraining and facilitating models of possible actions" (The
Foucault Effect 119).
