Dossier replacing one's identity

I have heard that Birth of the Clinic refers to how a patient ceases to
evolve once a dossier has been created on him ... that he remains the
dossier and what happens to the dossier.

I cannot find anything suggesting this in BotC.

Is anyone aware of such a quote of passage?
