There are several good books to give you a basic introduction to
Foucault. If you are looking for biography, however, the BEST book is
the following:

Eribon, Didier, MICHEL FOUCAULT. Trans. B. Wing. Cambrigde: Harvard
University Press, 1991. [This is a fabulous biography, which discusses
the development of Foucault's thought, and has none of the
flash-in-the-pan idiocy and sensationalism of the Miller book.]

Here are some other suggestions:

1. This book is a good one for the "novice" but severely limited as far
as Foucault studies are concerned: Dreyfus, Hubert and Paul Rabinow,
MICHEL FOUCAULT: BEYOND STRUCTURALISM AND HERMENEUTICS. Chicago: Univ.
of Chicago Press, 1983.

2. Sarup, Madan, AN INTRODUCTORY GUIDE TO
POST-STRUCTURALISM AND POSTMODERNISM. Athens: Univ. of Georgia Press, 1993.

3. Haber, Honi, BEYOND POSTMODERN POLITICS: LYOTRAD, RORTY, FOUCAULT.
New York: Routledge, 1994.

4. Probably the best way to start getting into Foucault is by reading
the following of his books:
a. MADNESS AND CIVILIZATION
b. DISCIPLINE AND PUNISH
c. HISTORY OF SEXUALITY, vol. 1
