According to Didier Bigo, he did it on purpose because he had changed his opinion on the topic, if I remember it correctly. Have a look at Bigo's article on Security, Territory, Population in Michael Dillon's and Andrew Neal's new book on Foucault, war and security (2008).

Hello,

Does anyone can help me to solve the following puzzle: Why did Michel
Foucault ask to translate the title of his book "Surveiller Et Punir" to
"Discipline and Punishment" in English, instead of "Surveillance and
Punishment"? Did he think that his French title was misunderstood?
